RUBEN ARSENUE BESMONTE, is the current Rolling Stock Maintenance Department Manager of the Philippine National Railways (PNR), a position he has held since March 24, 2010. With 37 years of service in the Philippine National Railways, he has worked his way up the ranks starting from a train mechanic position to a top-level managerial role.

He graduated his BS in Mechanical Engineering in Bicol University and passed the Board Examination in 1983. He also took Master in Business Administration at the Polytechnic University of the Philippines in 1993.
