Among these achievements are the following: the 50 years of PNR franchise from 2014 to 2064 passed by the Congress and Senate led by CamSur 3rd District Representative Leni G. Robredo and Sen. Ralph Recto, vigorously supported by Department of Transportation and Communications Sec. Joseph Emilio Abaya and eventually approved and signed into a law by Pres. Benigno Simeon Aquino III; the implementation of the Sukat-Singil scheme project that started a pilot project in the Bicol region that will give dignity and legalization by virtue of a lease contract to informal settlers and turning unproductive or unused real estate properties of PNR to productivitly and business areas; rehabilitation and repair of various PNR structures like rail tracks, bridges, stations, etc.; the partial payment of GSIS premium and restoring the GSIS benefits and loan availment of PNR rank and file employees suspended for several years; the continuity and advocacy of different projects which Is environmental, tourism, cultural and heritage friendly.

Truly. in a very short span of Joseph Allan Dilay stewardship and collective efforts of PNR board of directors, rank and file employees and support of stakeholders and riding public, etc, deserved a commendation and additional fund outlay for the PNR shining moment.
