Director Ruben B. Medroso received his College Degree in BSAH from the Araneta University in Metro Manila. He received his Elementary Education from Calabanga Community School in Camarines Sur, Secondary School up to 3rd year at the Bicol Academy (again in Calabanga, Camarines Sur) and his Secondary Senior year (at the Naga College Foundation).

He started his professional life as a Clerk at the Old Congress of the Philippines and after a year became a Casual Employee of the Rural Electrification Administration, then Barrio Treasurer of San Roque, Calabanga, Camarines Sur, followed by a 2-year stint as Technical Assistant of the Provincial Board of Camarines Sur. His politicl career began with his election as Vice Mayor of Calabanga for 2 4-year terms, followed by his appointment as Acting Mayor for the same Municipality from 1986-1987. He was then elected Municipal Mayor for a 4-year term in Calabanga from 1988-1992 followed by re-election for 3 3-year terms again as Municipal Mayor. Coincidentally, his father, Mr. Dominador Medroso, Sr. was also former Mayor of Calabanga.

In 2010, he was Provincial Vice Chairman of the Liberal Party in Camarines Sur and District Chairman of the said party in the 3rd Congressional District of his province.

He is married with five (5) children.
